PART 1 – SPORTS INSURANCE

PREAMBLE
In the world of Sports Insurance, for the Accident and Liability Policies to be valid and in force,
the activities in question must be ’sanctioned‘ by the appropriate and duly recognized governing
body. The Merriam Webster’s Deluxe Dictionary has two definitions for the word ’sanctioning’
that are appropriate for use in this situation. 
 •   To make valid or binding usually by a formal procedure.
 •   To give effective or authoritative approval or consent to ….
Both the Canadian Lacrosse Association and Sport Nova Scotia recognize the Lacrosse Nova
Scotia Society (LNSS) as the governing body of amateur lacrosse in Nova Scotia. Currently All
Sport Insurance Marketing Ltd cover the day-by-day sport insurance needs of the LNSS under
the following Sport Liability Policy # AS1184 and Sport Accident Policy # ACC2041. For out of
province travel scenarios that may arise, they also offer on an as applied for basis additional
coverage under a Travel Risk Insurance Protection Policy. The local brokerage firm that handles
all these policies for All Sport is MacDonald Chisholm and Trask Insurance of Kentville, Nova Scotia.

THE INSURED
Sports Nova Scotia (SNS) / Lacrosse Nova Scotia Society (LNSS) and each of the Clubs,
Leagues and Members, be they listed or not in the policy declarations, affiliated with the
LNSS are the insured and this specifically includes. 
♦   Any director, officer, employee, provincial coach, volunteer, instructor, referee,
minor official or committee member whilst he or she is acting within the scope of
their assigned duties for the LNSS or a Club or a League. 
♦   All players, managers, coaches and trainers who are duly registered with the LNSS.
That is to say they have submitted the appropriate fee or it has been submitted on their
behalf and their name appears on a LNSS “Team Registration Form”. All LNSS referees
who are registered with the National Officiating Certification Program (NOCP).

Note: A volunteer is a non-paid person donating his or her time and who is assigned specific
duties and for whom a premium has been paid. This person is only covered when acting
on behalf of the LNSS or a Club, through the direction of an Executive Member.

COMMERCIAL GENERAL LIABILITY POLICY
This ’world wide‘ liability coverage is principally designed to cover the members of the LNSS while
they are on or off the floor/field, participating in sanctioned lacrosse activities. This insurance is
primary unless any other insurance is also primary and then the insurers will share. This coverage
responds on behalf of an individual who has paid a premium or had a premium paid on their
behalf, and who is named as a defendant in a lawsuit alleging that they, the individual was
negligent in doing whatever it was they were alleged to have done or did not do what they
should have doneand thereby contributed to the bodily injury and/or property damage the claimant
incurred. This insurance will provide up to $2,000,000 per occurrence, irrespective of the
number of insured involved in an occurrence. Any settlement residual that exceeds the
maximum limit must be borne by the named individual or individuals and/or their respective
homeowner's insurance, to the extent that it may or may not apply.

STANDARD NON-OWNED AUTOMOBILE POLICY
This is a valid attachment to the Commercial General Liability Policy and is designed to cover
most events your team/contingent would be involved in. For example, if a Club or team or
contingent were to rent a bus and driver to transport a team to a game or tournament
sanctioned by the LNSS, and if that vehicle was in an accident and a number of players
suffered serious injuries and a lawsuit ensued, then the liability coverage placed on that
vehicle by the owners, would respond to any claims which might arise, and should that
coverage be insufficient to respond to all of the damages awarded, then this insurance
would respond as the secondary carrier to the maximum allowable, $2,000,000 (exclusive
of interest and costs) per accident.

SPORTS ACCIDENT POLICY
This ’Canada Only‘ coverage is for accidental bodily injury or death sustained by an Insured due
to external violent, sudden, fortuitous causes beyond the Insured’s control, occurring while this
insurance is in place and while; 
♦  Participating in events such as practices, competition, training camps, try outs,
demonstrations and fundraisers sanctioned by a duly recognized lacrosse governing body. 
♦  Being transported with other members as a group (three or more) to and from the
place of such sanctioned events.
This insurance is strictly an excess accident benefit policy and thus a claimant must
have exhausted all of his or her other avenues of accident insurance coverage before
this policy would respond in any way and the maximum amount payable as the result
of any one accident shall be $1,000,000 in aggregate regardless of the number of
insured involved in an accident.

SPORTS TRAVEL RISK INSURANCE PROTECTION (TRIP)
This “world wide” additional insurance provides up to $2,000,000 travel and medical coverage
that includes hospital services; doctor services; dental accidents; ambulance; trip interruption;
repatriation and out of pocket expenses. Currently for lacrosse the premium is calculated as follows:
Premium = $2 x number of days outside province x number of members traveling

CAUTION – PRIVATELY OWNED VECHICLE TRANSPORT
The LNSS insurance coverage for a team/contingent traveling in private vehicles owned by a
coach or a trainer or a volunteer or a manager is limited for the following reasons. 
♦ The primary carrier of insurance for motor vehicles is ‘always’ the owner of the vehicle.
Thus the owner of a private vehicle conveying any of the team’s/contingent’s personnel
must carry at the very least $1,000,000 and preferably $2,000,000 of liability insurance on
their vehicle. 
♦  The accident insurance coverage as it pertains to privately owned transport is only valid
if a vehicle is conveying three or more of the team’s/contingent’s personnel.

PART 2 - TRAVEL SANCTIONING

DEFINITIONS
The following are the definitions of certain terms that are used from this point forward within
this document and its associated forms. Within any of the definitions below, all references to
athletes, coaches, trainer, manager or person applies only to registered members of the LNSS. 
♦  Association Team: This is a team that is comprised of same age division athletes,
coaches, a trainer and a manager all from the same club/association.
♦  Travel Team: This is a team that is comprised of same age division athletes, coaches,
a trainer and a manager from an assortment of clubs/associations.
♦  Provincial Team: This is a team that is comprised of same age division athletes who
are selected, via a series of open try-outs, by the provincial coaches to represent the
LNSS at the Nationals. 
♦  Contingent: This is essentially a number of athletes and possibly some combination of
coach, trainer and manager that are part of a combined squad, such as a Maritime or
Atlantic team.
♦  Child: This is a person who is fifteen (15) years old or under as per Passport Canada an
agency of Foreign Affairs and International Trade Canada.

INTRODUCTION
Any team or contingent wishing to compete in games or a tournament in another provincial
association’s and/or national association’s jurisdiction must obtain the approval (sanction)
of the LNSS prior to leaving the province of Nova Scotia. The team wishing to the travel must
submit a fully completed LNSS ‘Travel Sanction Request Application’. This travel sanction
process does not include Provincial Teams because their agenda has already been approved
by the LNSS within the context of the chosen coach’s submitted and accepted proposal.
 
The team or contingent that is planning to travel must show due diligence and make every
possible attempt to formally ascertain that the event they plan to attend is ‘sanctioned’ by the
appropriate governing body. In the event they cannot obtain the proof of sanction, then they
should solicit help and/or guidance from the LNSS.

The Lacrosse Nova Scotia Society, in its sole and unfettered discretion, reserves the right to
levy a ‘Performance Bond’ that is commensurate to their ascertained level of financial risk
associated with the trip and its decision in this regard shall be final and binding. This bond
shall be fully refundable once the team’s or contingent’s ‘Final Report’ has been submitted,
providing that throughout the course of the trip no damage or unpaid bill claims have been
filed against the team or contingent or any member(s) thereof. Please be advised that the
LNSS, as soon as they are officially made aware of the pending trip will set the cash amount
of the ‘Performance Bond’.

The fully completed ‘Travel Sanction Request Application’ and the ‘Performance Bond’ must be
submitted fifteen (15) days prior to the departure date. Please do not miss the submission
deadline, because a lack of planning at your end will not constitute an emergency at the LNSS end.

PRE - TRAVEL SANCTION REQUEST ACTIVITIES
Prior to any request being made to travel outside of the province there are certain conditions
and prerequisites that have to be met by the team or contingent wishing to travel. Listed below
are the conditions that shall be met by a pending applicant. 
♦   A full management team shall be in place. Please note that from day one every team
or contingent that intends to travel must have a reliable primary contact. 
♦   All players, coaches, trainers, managers and when applicable adult volunteer(s)
associated with a team or contingent shall be duly registered with the LNSS (in the
same discipline) before said team’s/contingent’s request can be processed.
♦   Any team or contingent that wishes to travel outside of the province shall have
a player to adult ratio that is 6.0 or less.
♦  The team or contingent roster portion of the ‘Travel Sanction Request Application’
shall be fully completed.
♦  The itinerary, accommodation and game schedule portion of the ‘Travel Sanction
Request Application’ shall be completed. 
♦   For international travel, travel/health insurance coverage, be it individual or group
based, for each and every official member of the team/contingent for the total duration
of the trip shall be secured. Please be advised that a condition for entry into a country
may be that you must be able to show documented proof of this insurance. Some
examples of the available insurance are All Sport’s Trip Risk Insurance Plan (TRIP),
Canadian Athlete Insurance Program (CAIP) and Blue Cross. 
♦  The draft budget portion of the ‘Travel Sanction Request Application’ shall be completed.
♦  The team manager/prime contact shall compile a comprehensive ‘Travel Package
Binder’ that contains the following completed forms; crosscheck, medical, permission
and code of conduct/waiver and copies of the following; birth certificate, passport
number, passport expiry date and proof of travel/health insurance. Necessary
forms are available from the LNSS office or online under 'appendicies' in this document.
This binder shall be with the team manager/prime contact or designate and readily
accessible at all times during the whole trip.
 
Listed below are the prerequisites that should be met by a pending applicant.
♦   Plenty of advance notice about the anticipated trip should be provide to the LNSS,
by the submission of a brief and informative proposal to the LNSS Office.
♦  Representatives of the transportation companies should be contacted to identify
their latest travel and baggage policies. Remember those sticks, especially a goalie’s
wooden treasure, are not your regular type of travel baggage nor are the gear and
equipment bags. It is also recommended that you inquire about any traveling abroad
policies that they currently have in affect.
♦   All the official members of a team or contingent should have a signed and witnessed
age appropriate LNSS code of conduct/waiver form on file with the team manager/prime
contact. 
♦   All the official members of a team or contingent should have a ‘Medical Form' on file
with the team manager/prime contact. 
♦  Each athlete who is 18 years of age or under should have a signed ‘Permission Form’
on file with the team manager. 
♦   For international travel, the embassy or consulate of the country or countries involved
with the trip should be contacted to determine their specific entry requirements, as
permission to enter another country is the sole prerogative of that country.
♦   For international travel, it should be confirmed that everyone’s passport does not
expire until at least three months after the trip’s scheduled completion date.

APPLICATION PROCESS
The primary contact, for the team/contingent wishing to travel, shall complete the ‘Travel
Sanction Request Application’ at least fifteen (15) days prior to the team’s/contingent’s
departure date. The application package is a four-page document that can be used for
either Canadian Travel or International Travel and it consists of the following four component
sheets;
♦  Cover Page: This addresses the basic what and who details associated with the trip,
plus it also determines whether certain critical conditions have or have not been met by
the team/contingent. 
♦  Team/Contingent Roster: This must be a complete and accurate list of every official
member of the team/contingent, including adult(s) and a referee if applicable. Please
note that the coaches CAC ID # must be provided. 
♦  Itinerary: Accommodation and Schedule: This will provide a detailed outline of the
planned, travel itinerary, accommodation bookings and the tournament/championship
 dates or the dates, times and locations of all the games associated with a tour. 
♦  Draft Budget: This first and foremost, must clearly and accurately identify the total
revenue generated on behalf of the team or contingent and then secondly, it must
broadly define the anticipated expenditures associated with the trip, be they already
paid or projected in nature.
With the completion of each of the component sheets the team’s or contingent’s primary
contact must sign and date the sheet. Once all the sheets have been signed the application
package can then be forwarded on to the LNSS for their due consideration. The mailing

Please note that in the case of an ASSOCIATION TEAM ONLY the applicable Association
President must also sign the cover page of the application package before it can be
forwarded on to the LNSS for their due consideration.

APPROVAL PROCESS
The Lacrosse Nova Scotia Society, in its sole and unfettered discretion, may refuse an application
for sanction for any reason it deems detrimental to the LNSS, its members and participants
involved and its decision in this regard shall be final and binding.
The previously ascertained ‘Performance Bond’ in the form of a certified cheque, cash or money
order must accompany the ‘Travel Sanction Request Application’ submission. Once the
application package has been processed and authorized, by the LNSS, the team or contingent
will be issued witha ‘Travel Permit’. This ‘Travel Permit’ is in fact the final piece to the team
manager’s/prime contact’s ‘Travel Package Binder’. Please be advised that the LNSS may
request to see the binder for verification purposes at some point during this process.
The LNSS on issuing an international ‘Travel Permit’ will also send a courtesy letter to the
Canadian Lacrosse Association’s, Vice President of International Competition advising him
or her of the trip.

LNSS ADVISORY NOTES
♦  Travel Permit: Only games or tournament/championship matches named in the issued
permit may be played. That is to say no pick-up games or last minute exhibition games are
allowed. 
♦  Suspensions: Any suspension(s) that has not been served when the team or
contingent leaves Nova Scotia must be served before the suspended person
can participate in any of the games or tournament/championship matches covered
by the issued ‘Travel Permit’.  Any new suspension(s) that is assessed and cannot
be served during thecourse of the games and tournament/championship matches,
covered by the issued ‘Travel Permit’, shall be carried over and served when the
suspended person(s) is first scheduled to resume playing in Nova Scotia.
♦  Playing Rules: The team or contingent shall adhere to and play by the rules of the
competition in which it is participating. 
♦  Code of Conduct: The team or contingent shall remain subject to the LNSS Code
of Conduct and Operating Policies in so far as disciplinary matters and behavioural
conduct are concerned. The team or contingent is representing a local association(s),
the LNSS, the province of Nova Scotia and the Sport of Lacrosse so it must always
act like an ambassador and its conduct must be indicative of this responsibility. 
  Game Sheets: On each and every game sheet, please list every player with team
and if anyone is not dressed then pleased list them at foot of the sheet and indicate,
not dressed– injured or suspended etc. 
♦  Billeting: In the event that the accommodation plan includes billeting then please be
advised that the LNSS has a Draft Billeting Policy in place. 
 

POST TRIP ACTIVITIES
These are mandatory activities that must be completed in a timely manner and failure to do so
may result in disciplinary action against the primary contact or the suspension of the Head Coach
 and/or forfeiture of the whole or part of the performance bond levied with the initial application. 
♦  Game Sheets: A copy of all the game sheets from the trip shall be submitted to the
LNSS Office within three (3) business days of the team or contingent returning to Nova
Scotia.
♦  Travel Package Binder: In observance of the privacy act this binder and all its
contents shall be passed in (for shredding purposes) to the LNSS Office, within
one week of theteam or contingent returning to Nova Scotia.
♦  Final Report: This single page report, consisting of a Trip Summary and Final Budget,
must be submitted to the LNSS Office within thirty (30) days of the team or contingent
returning to Nova Scotia.

CONSEQUENCES OF NON-SANCTIONED TRAVEL
Traveling out of the province of Nova Scotia without the prior approval (sanction) of the LNSS
will result in the immediate suspension of the team’s Head Coach or in the case of a contingent
any persons that come under the jurisdiction of the LNSS from all sanctioned lacrosse activity in
Nova Scotia until the matter can be dealt with by the LNSS Discipline Committee. Please refer to
the LNSS Discipline Policy for further details.
Be aware that traveling ‘non-sanctioned’ means that the whole team/contingent is traveling
without LNSS liability or accident insurance coverage!

THINGS TO BE AWARE OF WHILE TRAVELING WITH SPORTS TEAMS:

Remember that customs and immigration officials are looking for missing children and may
ask questions about the children travelling with you. Make sure you carry the proper identification
for yourself and any children travelling with you. These documents will help prove your
citizenship,residency and custodial rights when you return to Canada. In addition, it is
advisable to carry a consent letter in situations where a child is travelling with one parent
or a child is travelling without either parent. 

Note: It is strongly recommended that children travelling alone or with one parent
carry a consent letter for each and every trip abroad.
Although anyone can witness/sign
these letters, it is advisable to have the consent letter certified, stamped or sealed by an
official who has the authority to administer an oath or solemn declaration (i.e., a
commissioner for oaths, notary public, lawyer, etc.) so that the validity of the letter will
not be questioned. It is up to each official/individual who witnesses such a letter to decide
what proof he/she needs to seeto be able to witness/sign the letter. Officials should only
witness/sign a letter of consentif he/she is convinced that the individual requesting the
letter is who he/she claims to be and that adequate proof has been provided. 

This consent letter may be required by foreign authorities among other additional
country-specific entry requirements. You should contact the representatives of the country
or countries to be visitedby thechild to ensure that you have the most up-to-date information
regarding their specific entry requirements, as permission to enter another country is the
sole prerogative of that country.
We also strongly recommend that you contact the transportation company (airline, train,
bus, etc.) in order to observe any additional policies that they might have in place.
